REGIONAL DISPARITIES @ TELANGANA


It’s been completed 54 years of Andhra rule in Telangana, still continuing the same injustice rule disregard of Telangana development.

For these 54 years, if we look back our history of development -

  • Funds and Revenue generated in Telangana region is distributed or transferred to Andhra region development.
  • The water resources of Krishna and Godavari completely utilized in Andhra Region, provisions made to utilize more with the plan of - “Jala Yagnam”.
  • About 2,00,000 employment opportunities in Telangana region is filled with Andhra region people against GO 610 / Six point formula.
  • We have COAL mines in Telangana region, but power generated companies are in Andhra Region.
  • There are some projects still in pending and lost hope for completion.
  • Agriculture with canal water - 85 out 100 acre are in Andhra Region, agriculture under canal water in Guntur area is greater than complete Telangana region.

Education facilities - Schools, colleges and universities, the amount students been taught and teachers are less as compared to Telangana population and same as the amount of teachers as students also less. Out of 22 universities in AP – the region wise there are two universities in Telangana, one in Hyderabad (open to all regions), Kakatiya University (for Local).

Regional Disparities:

Educational disparities in AP:

Although Telangana accounts for 42% state's population, less than 25 percent of educational institutions from primary to college level are situated in the region. Only 15 percent of aided junior colleges are in Telangana while it has only two medical colleges. As many as six medical colleges are in the other areas. The region is discriminated in the field of technical education also. Only 26 out of the 72 government ITIs, 20 of the 91 polytechnic colleges are in Telangana. The gross injustice to Telangana can be seen from expenditure on education. In this kind of lopsidedness, how can literacy spread? This is no accident; it cannot be especially since it has continued since 1956, and it pervades all type of education - school, college, professional and technical.

None of these are in Telangana region. (If you think Universities in Hyderabad are belongs to Telangana is just height of foolishness)

Working staff in Hyderabad universities from Telangana is only 10%.

There are 4 Universities under "University Grants Commission" and Central Govt -
- Hyderabad Central University
- Central Institute of English & Foreign Languages O U Campus
- Maulana Azad National Urdu University
- Rashtriya Sanskrit Vidyapeetha

Point to be noted here - HCU is result of Telangana Agitation 1969 + Removal of Mulki Rules + Introducing the Six point formula, to fill the gap in education system.

But there is no fetching to Telangana region, moreover providing more job opportunities our Andhra Candidates. Central university bagged by AP State which is open to ALL over India + Andhra region with scarifies of Telangana Students. This is more a national University in nature, rather than increase facilities for Telangana students. Neither the faculty, nor the students are selected from Telangana region.

You can say - what is the catch? What was the problem with the location/place of the university? In that case,
- Why JNTU is moved from Warangal to Hyderabad?
- Why Open University is planned in Nalagonda later shifted to Hyderabad?

The main idea behind it was to put up the Universities in Hyderabad to be accessible to students all over the Andhra Pradesh. By the same time - WHY
- N.T.R. University of Health Sciences
- Sri Padmavati Mahila Visvavidyalayam
- Sri Venkateshwara Institute of Medical Sciences
- Dravidian University
established in Andhra? Why not these universities were not established in Hyderabad itself?

Under congress government, there are three universities established in AP,

v Telangana University – Dubba, Nizamabad
v Adikavi Nannaya University – Jayakrishnapuram, Rajamundry
v Yogi Vemana University – Vemanapuram, Cuddapah

University in Cuddapah (CM constituency), is not only a University but a JNTU Engineering college also they come up with a medical college and host of Industries, airport. Development is always welcome any where and everywhere. But it will be good if other areas also gets due importance. Unfortunately telangana gets always raw deal in all matters of development. For A.P. telangana geographically, resource wise is needed and not the people of telangana and development for telanganites.

There is an IIT approval for Telangana region; it’s been delayed just because of place conflict, whether to be placed in Basra or Medak? Why it’s been delayed, any development regard to Telangana been delayed?


Irrigational Disparities:

Two of indias mightly rivers Krishna, Godavari carreing 2/3 of water in the telangan region – The Hyderabad Govt(Nizam) during its regime, had made ambitious blue print to harness these waters and started construction of the damns/projects and other provision to make use of those water.

But with the merger of the andhra in 1956 fate of telangana got sealed for ever..
All the projects which were undertaken are abandoned and kept unfinished, even finished but without appropriate share for telangana. All most 50 years people of telangana have waited silently for the water they believed was there, unaware of their land, water, projects would be taken away bit by bit.

Telangana area under surface irrigation has in fact shrunk by almost 1/2 30 lacs acres to 12 laks acres.. Under Vishalandra rigm, what Telangana has lost is hardly beyond anybody imagination.

In the Krishna water Telangana has got share of 550 TMC out of 900 TMC total. But net utilization of the Krishna water is 100 TMC, the projects on Krishna is under still in construction even since decades. Moreover project which are under taken and said to be construction but the share of the Telangana is definite and keep on the changes the based on the budget constraints.

Nagarjuna Sagar dam originally proposed at ileswaram, 19 km from present site by Nizam, after the merger it moved downstream, leaving most of this region dry. Even further diversion of the water used for power generation, in here telangana has lost share...

Godavari - the Ganges of the south flows in telangana almost 600 miles, Yet Sriram sagar is lone project of this mighty river, even this project grounded 43 years ago, still in its first phase. Of proposed irrigation was a 16 lacs acre but hardly 6 lacs got irrigated.

Iccham palli a lift irrigation project initially proposed by Nizam Govt years ago, but still pending to complete and lost hope of completion. Other pending projects under River Godavari are - Yellampalli, Devadula, Dummugudem, Lendi, Gutpa, Alisagar, pranahita, lower penuganga and most other projects of Godavari and its tributories. Year after year the Government promises to revive and restore the irrigation projects, allocate the budget for the project development but percentage of the share spent on telangana project is less.

Of the three regions of the state, Telangana has the largest area, with 11,48,000 sq km, followed by coastal Andhra with 9,28,000 sq km. The cultivable area is estimated at 64,02,358 hectares in Telangana and 46,33,304 hectares in the Coastal Andhra. But 13,12,795 hectares or 28.33 percent of the cultivable land in the Coastal Andhra is being irrigated under canal irrigation system, whereas 2,66,964 hectares or 4.17 percent of the cultivable land in Telangana is receiving canal waters.
The amount spent in Telangana so far is Rs. 4005 crores while that spent in Coastal Andhra is Rs. 19,693.50 crores, nearly five times higher. In terms of percentage, while Telangana got a mere 15.5 percent, coastal Andhra got 76 percent.

50 years people of Telangana waited for their share and project to be completed, to get irrigate their lands and they unaware of more than 90% share of the godavari water flows to Andhra.

Employment Disparities:

Coming the Job opportunities - from State secretariats to Hi-Court - AP secretariats accommodate the just 10% of the Telangana region, while hi-court about 20%, not single of person of the adv general out of 42% of AP population.

Telangana development suppressed for centuries by Nizams and from the past 50 years denial of education, social, culture expression, Telangana still continues to Starve, Struggle, and Suffer even today.

Surplus state at the time of merger, now the Telangana today present dismoved picture of Poverty, un-employment and hunger. Agriculture is worst hit than before, at least 400 farmers committed suicide in recent past and thousand more have perished since assault on water resources began years ago.

Industries:

There were some Industries established during the Nizam era - 1873 to 1948, which are inherited to Andhra Pradesh and later closed with Bankruptcy.

Azamjah Mills – which was the biggest of all cloth mills in Asia at that time.
Nizam sugar factory (Nizamabad, Bhodan) was sold to private parties by AP for Govt revenue, which was biggest sugar produced company in Asia that time.

In Ramagundem - Fertilizers factory got closed with reason of not having proper COAL supply, how sad? Nobody believes that scarcity of quality coal under Ramagundem COAL belt. Another reason was stated that, there was no proper electric power supply. Oops, we do supply power from Ramagundem to Andhra region, but we can not supply power from Ramagundem to Ramagundem. After the one month of its closure, a new fertilizer company has started in Nellore, how sad??

Water resources/Rivers –
The river Musi, once a lifeline for Hyderabad and areas around the State capital for hundreds of years, and now a drainage nala. 1908 Sept there was huge rain hit for two days; whole city was drained, about 30,000 people died.
Mokshagundam Vishveshwarayya – In 1920 has given a plan to build the Osman Sagar project to reserve 5.5 TMC water, after this 1927 - Himayath sagar was built to reserve - 4.1 TMC water, project under taken for water supply and irrigation.
The Present situation of Musi is actually carrying water with Industrial wastage, chemicals, which are directly passing without any purification. This water is not good for irrigation. Historically, it was life line for Hyderabad, after industrialization, Globalization, urbanization lost its identity, now its accommodating all waste particles which are outcome of industries.
A Telangana District Nalgonda affected by excess of fluoride in the drinking water, as they do not have river Krishna water for drinking even though River Krishna flow in this district about 100 kms. Local people have been demanding want a supply of water from River Krishna for 30 years. The estimated cost according to experts is 12 billion rupees, state govt is not turning on this issue.
In 600 villages, about 300,000 people are affected by excess of fluoride in the underground water. 10,000 people are totally crippled. People with paralysing bone diseases, stooped backs, crooked hands and legs, deformed teeth, blindness and other handicaps are common sight in the district.

Misrepresentation and bias in Media:

There is misrepresentation of facts in the Press (Especially Eenadu - Ramoji Rao wants to suppress the movement. He doesn't publish single news of Telangana.).. If Andhra Farmer looses crops once in 2 yrs, Eenadu publishes it as front page feature but at the same if 2000 people(farmers) die in warangal because of lack of water (basic amenity), it publishes it in district news.
One instance I would like to address, A Quit Telangana procession and meeting at Indira Park on 9th Aug 2007, in Hyderabad. It was organized by Telangana Ikya Karyacharana Committee. About 60 Telangana organizations from different sectors participated in the program, Telangana students (From different student organizations like TVS, TVV, TSO, TYV, IT forum and etc), shown their enthusiasm and inspiration. Unfortunately it was not covered in the next day's press. We have understood here that media did this knowingly, not to be communicated to rest of Telangana region.

A small group with four young and educated guys(Vasanth kumar, Ramulu, Narayan Reddy and Govind Reddy) finished “paadha yatra” to Delhi from Zahirabad on Oct 2nd 2007. They are hoping the Pada Yatra would bring the farmers problems, mainly in Tealangana area, to the forefront and get some attention. They spent about four lakhs rupees of their hard earned money for this trip. They almost traveled 1850 Km by foot to reach Delhi.

There were regular columns in Delhi about Vasanth padayathra. But our AP newspapers are busy with Chirutha, Jayasudha etc,. Zaheerabad ryots kept Telangana spirit high. Finally Rajendra sahib assured that if we have few more Vasanth's Telangana is inevitable with in ten days.

Political disparities:

There were no political leaders from telangana served as CM for complete five years, Telangana CMs ruled only 6 years in 51 years old of AP, remaining 45 years ruled by either Andhra or Rayalaseema Leaders.

PV Narasimha rao's rule, he faced 'JAI ANDHRA' movement. He could not get chance to do anything for Telangana Development, Chenna reddy second tenure, he stepped down because of Hyderabad's communal violence. In one year short, he could not do anything.

Telangana digits vs semaandhra


Telangana has been subjected to oppression and neglect for over five hundred fifty years. First five hundred years, Muslim Kings made the decisions for Telangana, and the last 47 years, Andhras are making decisions for Telangana. The Telangana people were free for only four years (1952 – 1956) to make their own decisions. Freedom to determine one’s own destiny, as you know is the highest of the rewards for a true democracy.

Four and a half decades have passed since the State of Andhra Pradesh was formed. As you are aware, the merger of Telangana with the former Andhra State became possible only because a set of solemn promises were made and constitutional guarantees were given to protect against the possible neglect and exploitation of Telangana. These promises were made not just once, but numerous times and all were broken. Consequently, the exploitation of the region and its people is continued. The people of the region are not only deprived of their legitimate share in the development but are also marginalized in the political process. They have been humiliated on the cultural and linguistic fronts and are virtually reduced to the status of second-class citizens in their own homeland. A prolonged neglect of the region has provided a fertile ground for the emergence and spread of Naxalite violence and also unending farmer suicides.

The development scenario of Telangana is very depressing. There is not even a single sector in which this region has not been ignored. We would, however, like to bring to your notice only a few areas to underscore the gravity of the situation.

EDUCATION
  • The literacy rate in Telangana is 37% as against 46% in Coastal Andhra, 45% in Rayalaseema and 72% in the Capital City.
  • Enrollment of students at the school level in Telangana is 30% instead of 40%, based on the size of population. Over 75% of the expenditure on government and government-aided colleges is incurred in the other two regions.
  • Out of 21 Universities and University level Institutions funded either by the State or the Central Government, 3 are located in Coastal Andhra, 7 in Rayalaseema, 10 in the Capital city and just one in the entire Telangana region.
IRRIGATION
  • 69% percent of catchments area of river Krishna and 79% percent of catchments area of river Godavari are in the Telangana, and Telangana region gets less than 15% of the river waters.
  • The Coastal Andhra has usurped 80% of assured waters of Krishna allocated to the State by the Bachawat Tribunal. 90% of surplus waters, yet to be allocated, are reserved for the Rayalaseema, denying the Telangana its rightful share.
  • The Godavari waters have already been harnessed to irrigate more than 12 lakh acres in Coastal Andhra while the corresponding figure for Telangana is 4 lakh acres. The proposed Polavaram Project on Godavari is to serve the Coastal Andhra region is planned to be six times larger than the proposed Ichampalli Project to serve the backward Telangana region.
  • The net area under tank irrigation in the Telangana region had declined by 76% between 1956 and 1998. The Telangana farmers mostly depend on well irrigation. The farmers of Coastal Andhra get cheap canal water subsidized by the State, while the Telangana farmers are forced to pay higher electric pump bills.
AGRICULTURE
  • The net cultivated area in the Telangana region has decreased by 22% during the period 1956 and 1998, while it has increased by 4.25% in Coastal Andhra region.
  • 40% of the cultivated area in the State is in the Telangana region, and the institutional credit available to the Telangana farmers is far less. They get 18%, 23% and 28% of the total credit provided by the District Cooperative Central Banks (short-term), the A.P. Cooperative Central Bank (long-term) and the Scheduled Commercial Banks.
  • Inadequate Institutional credit is forcing the Telangana farmers to fall into the debt trap laid by the private moneylenders, leading to an unprecedented number of suicides during the last five years.
INDUSTRIES
  • No major industry worth its name has been setup in any of the districts of the Telangana region as compared to the establishment of several industries in Visakapatnam, Vijayawada, Kakinada, Nellore, Tirupati, and Cuddapah.
  • Quite a few major industries established in the Telangana region during the rule of Nizams are being closed one after the other by the successive governments. Important among the closed industries are Azamjahi Mills (Warangal), Sir Silk Factory (Sirpur), Antargaon Spinning Mills (Adilabad), DBR Mills, and Allwyn Factory. Further the famous Nizam Sugar Factory (Nizamabad) is on the verge of closure.
EMPLOYEMENT
  • There are about 15 lakh jobs in the government and government-funded offices and establishments. Based on the size of population, 40% of these jobs, i.e. 6 lakhs, should have been filled in by the Telangana job seekers. But the total number of jobs now occupied by them is less than 2 lakhs.
  • The State Government issued orders as back as in the year 1984 to remove all the non-locals appointed and to appoint only Telangana locals against the vacancies created. Besides not implementing these orders, further recruitment of non-locals in the Telangana region is going on.
FINANCES
  • The contribution of Telangana region to the State’s Exchequer has all along been around 43%. But the expenditure incurred on the development of this region has never been more than 25%.
  • The lower per capita income of the Telangana region enabled the State Government to get higher allocation of funds from the successive Finance Commissions. But the benefit of such higher allocation of funds never materialized for the Telangana region.
  • More than 80% of loans taken from the World Bank and other International and National agencies are being spent for the development of Coastal Andhra and Rayalaseema. But the burden of repayment of these loans and interest on them is being borne by the people of Telangana to the extent of 40 to 43%.
  • A cumulative effect of these and similar factors, over the years, has been the diversion of thousands of crores of rupees meant for the development of Telangana region, for the development of other regions.
The situation in other sectors is equally, if not more, alarming. The Drinking water is a major issue for the Telangana region. The people mostly depend on bore-wells for their drinking water and are inflicted with fluorosis. The fluorides in the drinking water cause permanent disfigurement, brain damage and there is no cure for it.

Telangana is rich with resources. Telangana people are asking: Use Telangana resources for the development of Telangana region for the betterment of Telangana people. We hope that the national government under your stewardship is aware of these facts.

Formation of Telangana State is as explained earlier is the aspiration of the natives. That aside, the principles governing smaller states to bring government closer to people would build up the economy and empower people in the process. Telangana people opposed the formation of Andhra Pradesh state in 1956, they overwhelmingly voted for a separate Telangana state in 1969. In 2004 elections, the people of Andhra Pradesh accepted the concept of two states, voted overwhelmingly for TRS-Congress alliance, and rejected the TDP appeal for united Andhra Pradesh.

Is this samikyandhra.....? TELANGANA inter student deliberately failed by seemandhra evaluator


First they took our jobs, then they took our lands, then they took our seats in institutes of higher learning, then they took away our waters making our lands barren, and finally having brought us to the brink of human extinction they have the malice to kill even hope for a better future from the lives of our innocent children.
Not content with driving our youth to suicide in desperation and shooting rubber pellets and water canons, at us like rabid animals the Seemandhra’s guillotine has trained its sight on snuffing out the future of our just out of school students. A startling though not surprising fact was brought to light the other day, when an intermediate 2nd year student from Warangal, who was awarded a mighty zero in economics scored a distinguished 75. marks out of 100 in the same subject when he applied for revaluation of the answer sheet. And guess who the evaluator was, a lecturer from a private college in Kadapa. Strange is the explanation given by the lecturer for awarding zero marks, he says he did so “as he could not understand the answers written in English”. We knew this would happen but were hoping against hope that these malevolent forces would not stoop as low as this.
The Telangana lobby had alerted both the Board of Intermediate and Secondary Education, on the evaluators from Seemandhra unleashing their hatred for Telangana and deliberately failing our students. But as always our pleas went unheeded, it is indeed God’s benevolence, that this lad had the courage and self confidence to approach the Board of Intermediate Education for reevaluation, he could have fallen prey to dejection as scores of other students do. This is just one instance that has come to light, there may be thousands of cases like this, where students from Telangana have been deliberately failed in retaliation to our struggle for a separate state.
Killing the future of a student even before it takes off, is a heinous crime comparable to rape, the damage done to the future prospects of the student, the loss of morale and confidence in self can never be repaired. These butchers of our children’s future are worse then Ajmal Kasab the Pakistani terrorist who carried out the 26/11 attack in Mumbai. He has only taken lives, while these psychological terrorists have tried to maim and kill hope of our future generation, the worse of worst crimes.
If we the people of Telangana, are to have faith in the system then the only solution is to have the answer papers of all SSC and Intermediate students from Telangana reevaluated by an independent authority better still have them corrected by lecturers from other states. This may be involve costs and delay the admission to colleges, so what! These are of no consequence where the future of even one student unjustly failed is concerned.
It is up to the Government and the Education Department to see to it that justice is done to our students and they are not made to suffer because we demand our right to self determination and self respect.
